Agri-Input Dealers in the country are a prime source of farm information to the farming community, besides the supply of inputs and credit. However, majority of these dealers do not have formal agricultural education. In order to build their technical competency in agriculture and to facilitate them to serve the farmers better and to act as para – extension professionals, National Institute of Agricultural Extension Management (MANAGE) has launched a self-financed “One-year Diploma in Agricultural Extension Services for Input Dealers (DAESI) Program” during the year 2003 with a course fee of Rs.20, 000/- to the input dealers. Due to positive impact of the program, Ministry of Agriculture & Farmers’ Welfare, Government of India has decided to implement this program for Input dealers in all the States of the country. The program will be implemented by MANAGE through Agricultural Technology Management Agency (ATMA)-Rohtas and Bihar Agricultural Management and Extension Training Institutes (BAMETIs). The Department of Agriculture and Cooperation & Farmers’ Welfare (DAC & FW), GoI, will subsidize the course fee (50%) to the extent of 10,000/- per Input dealer. However, where Agribusiness companies are involved, the company will contribute Rs.10, 000/- and the balance Rs.10, 000/- will be contributed equally by DAC and Input Dealer @ Rs.5000/- each. The technical information is delivered through Contact Classes by Agricultural Experts & Practitioners at district level on Sundays or Market holidays for 48 days including field visits spread over a year. Fertiliser is one of the important agri inputs in Agriculture. The fertilisers is mostly marketed by dealers. Most of the farmers are dependent on fertiliser dealers for information related to fertiliser and soil health management. However, majority of the fertiliser dealers do not have formal education in agriculture. It is essential therefore to impart technical knowledge on agriculture with special reference to soil health management and advisory based on scientific recommendations.
In this context, MANAGE, BAMETI and ATMA has design a 15 days residential certificate course for fertiliser dealers and to equip them to acquire professional competency on plant health management and advisory services thereof. The certificate course helps the public and private extension systems to utilise these trained candidates as para extension professionals.
Mission
To enhance the professional competency of fertiliser / prospective dealers and to develop them as para extension professionals on soil health management.
Objectives
  1. To impart the technical knowledge on soil health management to the fertiliser / prospective dealers
  2. To provide knowledge about the rules and laws governing the fertilisers
  3. To develop the fertiliser / prospective dealers as para extension professional on soil health management
Recognition of Prior Learning (RPL) is a skill certification component to enable Indian youth to take on industry relevant skill certification which will help them to secure a better livelihood. Individuals with prior learning experience or skills can register themselves and get assessed and certified under the RPL component of PMKVY. It focuses mainly on individuals engaged in unregulated sectors.
The objectives of RPL are primarily three-fold:
  • To align the competencies of the pre-existing workforce of the country to the standardized National Skills Qualification Framework (NSQF)
  • To enhance the employability and/or entrepreneurial opportunities of an individual
  • To provide opportunities for reducing inequalities based on privileging certain forms of knowledge over others
RPL has 12 hours of orientation. To address knowledge gaps, ATMA-Rohtas offer bridge courses to candidates along with the 12-hour orientation domain skills, soft skills and entrepreneurship tips and familiarization with the assessment process.
Eligibility Criteria:
Who can go for RPL?
RPL is applicable for any candidate of Indian nationality who:
  • Is of age between 18-45 years
  • Has prior experience in the job role for which they want RPL certification and as specified by the SSCs for those job roles
  • Possesses an Aadhaar card and Aadhaar linked bank account Fulfils other criteria related to work experience as defined by the SSCs for the respective job roles
  • If target beneficiaries belong to higher age groups than those specified in point 1, the Project Implementing Agency (PIA) would have to get this approved during the sanction from the PMKVY 3.0 Executive Committee/State level Empowered Committee.
